To meet the anticipated demand of New York City's "Safe Streets" program, the city implemented a design/build construction program for a 500-cell addition to the Otis Bantum Correctional Center on Rikers Island. The 10-story addition to the 800-bed minimum security correctional facility provides additional housing and expands the existing program area with visiting, commissary, food service, storage and shop areas.
