Mr. Kathuria’s expertise includes environmental investigation, remedial design and construction, regulatory compliance, risk management, and project management under federal and state regulatory frameworks. His experience also includes environmental due diligence Phase I ESAs, preliminary assessments, remedial investigations, feasibility studies, and providing remedial engineering for contaminated soil, groundwater, and indoor air via vapor intrusion.
Mr. Kathuria’s remedial engineering experience includes brownfield redevelopment, Superfund cleanups, as well as fixed-price and performance-based remediations. His experience as a risk management consultant includes environmental insurance claims support, environmental cost recovery, property acquisition and litigation support, and Subject Matter Expert (SME) technical reviews.
At a former chemicals site in New Jersey, Mr. Kathuria served as Project Manager and Lead SME where he was responsible for third-party technical approach and reasonableness reviews of more than $13 million in claimed costs for site remediation under a Pollution Legal Liability insurance policy with $37 million in coverage. Responsibilities included regulatory compliance and reasonableness reviews of technical approach and remediation costs for various areas of concern including TSCA regulated PCBs impacted areas under USEPA and State regulatory requirements.
In New Jersey, he also served as LSRP of Record providing regulatory compliance for the brownfields redevelopment of a former chemical site into a residential community. Scope of work included oversight of environmental investigation and remediation, including the self-implementing cleanup of TSCA regulated PCB soils contamination at more than 50 excavation areas. Over 700 post-excavation samples were collected to document regulatory compliance.
In Sioux City, Nebraska, Mr. Kathuria served as Lead Environmental Engineer and Project Manager providing oversight of remedial response to a 300,000 gallon foam-over event at a biomass facility. Responsibilities included management of on-site remedial construction oversight, reasonableness reviews, coordination with forensic accountants on business interruption loss assessments, and the eventual recommendation for claimed costs in excess of $1 million.
Mr. Kathuria earned his Master of Science degree in Civil Engineering, with a focus on Water Resources and Environmental Engineering from State University of New York (SUNY) at Buffalo. He is a licensed Professional Engineer in New York and New Jersey. He is also a New Jersey Licensed Site Remediation Professional (LSRP).
