LondonStuart Bosley is the Managing Director in DeSimone’s Construction Consulting Services group, leading the Quantum and Project Advisory practice area based in London. He has over 20 years of global experience in the commercial delivery of major infrastructure programmes from early engagement through to dispute avoidance and resolution.
Stuart comes from a family of three generations of major infrastructure commercial contract advisory and quantum specialists. Over the last 15 years, Stuart has led his own practice delivering contract advisory and dispute resolution services for some of the largest clients and infrastructure projects throughout UKMEA regions. He is an experienced and reputed practitioner for optimizing and protecting investments, diversifying and improving business sustainability and profitability. Mr. Bosley is experienced in the execution of major Projects including proven success with multimillion commercial dispute resolutions in the international transport and infrastructure markets.
Underwritten by his unique experience from grass roots level through to c-suite advisory, his success to date is testament to his meticulous expertise in the field. Stuart’s selective international experience spans the successful commercial delivery of a £1bn rail programme, through to representing private equity and major clients with disputes across UKMEA regions within heavy civils, power and transport markets with notable success. As an advocate of good practice, Mr. Bosley remains an active Member of the Chartered Institute of Arbitrators, Member of the Institute of Directors and holds a fellowship at Prime Dispute bringing a wealth of experience from project level commissions through to c- suite.
Principal, Façade Restoration
MiamiFederico Balestrazzi is a civil engineer who specializes in the design and construction of cladding systems and complex facades for a variety of different building types and structures. He has over 20 years of experience in building enclosures and products with an extensive background in design, testing, manufacture, estimating, and installation. He also has experience serving as an owner’s representative for his restoration and forensic works.
Mr. Balestrazzi’s project work includes the Surf Club in Surfside, Florida, a project involved consulting services, special inspections, forensics for glass and glazing, above-grade waterproofing, stucco remediation, roofing, stone claddings, and metal claddings; Four Seasons Residences in Fort Lauderdale, Florida, for which he provided consulting services and special inspections for above and below- grade waterproofing, curtain walls, railings, traffic coatings, roofing systems, and metal cladding; The W Hotel South Beach in Miami Beach, Florida, a project requested consulting services, litigation support, special inspection for structure and building envelope restoration which includes curtain walls, sliding glass doors, railings, metal claddings, above-grade waterproofing, concrete, paint, and stucco; and Museum of Fine Arts, Boston, a museum featuring a steel and glass facade, stone cladding, louvers, and metal claddings in Boston, Massachusetts.
Mr. Balestrazzi earned a Master of Engineering degree from Lamar University and a Master of Business Administration degree from Babson College. He also holds a Bachelor of Science degree in Industrial Design from Architecture School at Politecnico di Milano in Milan, Italy.
Associate Director
LondonDuncan J. Gray is an Associate Director in DeSimone’s London office. He has over 15 years’ experience in the construction industry. After an initial seven years in the design office, where he helped design iconic major projects in the United Kingdom and internationally, he then worked at the interface between the design engineering teams and the on-site construction teams. Thus, he has experience in technical structural design engineering, resident engineer roles, design management with main contractors and developers, and project management at consultancies. Duncan specialises in connecting and coordinating design teams with the construction programmes and on-site teams.
Duncan has worked on many prestigious and major projects, from design level through to design project management and on-site supervision. His project experience includes: the new headquarters of a large technology firm in London. Additionally, a 1,600-unit residential project in London, as well as two £400m design-build hospitals, both in the United Kingdom.
Duncan earned a Master of Science degree in Advanced Structural Engineering from Imperial College London, a Master of Science degree in Construction Law and Dispute Resolution from Kings College London, and a Bachelor of Engineering degree in Civil Engineering from the University of Bath.
Director
LondonNicholas Cane is a Director in DeSimone’s Construction Consulting Services practice. He is an engineering and construction specialist in coastal and marine works. His professional background includes coastal and marine structure design, hydrodynamics, sediment transport, and coastal flood and inundation mapping. As an industry leader in construction risk management in the marine environment, Mr. Cane provides expert guidance for data collection, and mathematical and physical modelling of marine and coastal environments to support environmental studies and impact assessments.
With his recent industry experience of Project Management Consulting (PMC), Front End Engineering Design (FEED) and Engineering, Procurement and Construction (EPC), Mr. Cane can provide in-depth expertise for many aspects of large infrastructure mega projects in the oil and gas industries, chemicals export facilities, waterfront developments and maritime ports.
Most recently, Mr. Cane has been an appointed expert providing technical support and management to several large construction international arbitrations, providing preparation, analysis and resolution of construction claims and disputes for Liquified Natural Gas plants, Mining plants and Nuclear Power Plants.
His experience in leading marine infrastructure mega projects throughout the entire project lifecycle has fostered an expertise in risk management, coastal and marine technical subject matters, project governance, project controls, change management, project scheduling, contract review and assessments, process improvement, change order negotiations, dispute avoidance, and the development or defense of construction claims. His client representations include many of the world’s largest and best-known participants in the engineering and construction industry.
Mr. Cane earned a Bachelor of Science degree in Coastal Conservation and Management from Southampton University in the United Kingdom.
He also studied a Coastal Zone Intensive Programme at Akdeniz University in Turkey, and in European Integrated Coastal Zone Management, European Union Erasmus (Socrates II).

MiamiJoseph Castellano is a Director in DeSimone’s Construction Consulting Services practice. As a licensed Professional Engineer and a construction professional, Mr. Castellano has held leadership positions at major firms in the construction, real estate, and insurance industries. Mr. Castellano’s work has focused on construction advisory, forensic insurance and contract claims, and litigation advisory services to both public and private clients. He delivers risk based advisory services and construction consulting to domestic and global clients in multiple market sectors including healthcare, hospitality, transportation, retail, higher education, industrial and manufacturing.
Mr. Castellano has been engaged to resolve some of the largest and most complex contract and insurance claims, schedule delay evaluations, and business disputes such as those resulting from natural disasters, subcontractor defaults, and contractual issues. Throughout his career he has evaluated and resolved millions of dollars in damage claims and disputes. He has prepared independent estimates of the costs the contractor may be entitled to recover under relevant contract clauses. Mr. Castellano has provided a range of quantum analyses, including construction cost auditing, assessment of damages, additional costs, loss and expense, forensic accounting, estimations and valuations, evaluating change orders, evaluation at termination and forecast cost to completion.
In an advisory and strategic capacity, Mr. Castellano works closely with the corporate finance sector, who are challenged by the myriad of construction and insurance issues that impact fiscal and physical performance of real estate assets. His guidance resulted in various cost savings as a result of construction monitoring, contractual compliance consulting and due diligence.
He has served as an expert witness on litigation and disputes related to project delays and as a Mediator with the NYC School Construction Authority.
Mr. Castellano earned a Bachelor of Arts degree in Economics from Fairfield University and a Bachelor of Science degree in Engineering from University of Connecticut.

Rachel Domingo is an Associate Director in DeSimone’s Construction Consulting Services practice. Fast approaching 10 years in the construction industry, Ms. Domingo’s expertise spans a wide range of topics including project controls, project scheduling, delay damages, productivity and performance damages, change order negotiations, litigation support, and the development or defense of construction claims.
Ms. Domingo has worked for a variety of clients that vary in both complexity and size within the oil and gas sector, electric power transmission, highways and bridges, high-rise and residential construction, and heavy construction.
Ms. Domingo specializes in CPM scheduling and analyzing construction claims related to schedule delays. Prior to working as a consultant, she assisted in teaching CPM Scheduling courses at NYU Tandon School of Engineering and Columbia University School of Professional Studies.
Ms. Domingo earned her Bachelor of Science degree in Construction Management from Polytechnic Institute of New York University and is an AACE International Planning and Scheduling Professional.
Managing Director, Construction Consulting and Forensics
New YorkAs Managing Director of DeSimone’s Construction Consulting Services and Forensics practices, Brian Hanifin is responsible for the oversight and management of the firm’s project advisory and litigation support services.
Mr. Hanifin has more than 30 years of experience planning and overseeing PM/CM Construction projects and construction litigation support service operations. He brings a unique set of skills to the construction process including construction and project management, Critical Path Method (CPM) scheduling/schedule analysis, cost estimating, value engineering and evaluation of large construction claims litigation. Mr. Hanifin also has extensive experience in risk management and construction surety consulting, including assessment and advisory services on portfolios on the verge of, or already in default.
As a recognized expert in the field of construction management, he has testified as an expert witness in the areas of Project Management & CPM Scheduling. He has served as a guest lecturer at industry seminars on matters relating to Value Engineering, CPM Scheduling, and Project Management. He has also served as an adjunct professor at Columbia University in New York City teaching Master’s Program courses in CPM Scheduling & Project Management.
His role as an industry leader was galvanized in 2004 when his project team received the Construction Management of America (CMAA) National Project Achievement Award for project management excellence in the $100 Million category. He has also been appointed to the American Arbitration Association’s Panel of Arbitrators for the Construction Industry; and served as the National Chairman of the CMAA’s Professional Development Committee.
Mr. Hanifin earned his Bachelor of Science degree from Drexel University.
